card rooms to operate within city limits, but ever since casino royale was shut down, other cardrooms, including capital casino, are raising legal concerns about who gets that fourth license. >> mr. ayers wants to purchase casino royale's license.
that is absolutely prohibited. reporter: the department of justice is in charge of cardroom licenses. it has not granted the fourth yet, but the team says it is pending. >> i think it would offer a lot more business, a lot more
attraction, something more to do down here, rather than just going to a dinner or a club. reporter: phase one of the elks casino would have five card tables within a 2000 square foot space. phase two would transform the basement into a 17 table card
room and lounge, featuring rare spirits, wine, and chocolate.
